It's way too easy for Japan to take out all of China. China doesn't stand a chance to even make a stand muchless get to attack. For starters, move the factory back to Kwangsi. It's worth more than Shensi. Why would an area worth less be the capital with a factory in China when it's not like that with the other powers. Muchless, stand-to-reason. Secondly, why have an AA & fighter in Kwangsi and not at the factory.
Japan could use there impulse on the 1st turn, if they want the factory, or save it for U.S. or whatever.
Now China can still build other units or destroy their factory, like it should be.
The way it is now seems like China is set up to loose on purpose.
Maybe China should be able to place inf builds before combat. Something similar to a Russian Purge, just no extra IPCs. You still have to role for moral. The first chance they get to attack, you only have 3 inf and 1 fighter and your pactically surrounded. Oh and 1 in Tsinghai. And 2 in Sinkiang, that can't reach out and attack.
